So, if a user creates unique, personal entries and then later users "Submit all Corrections", does that submission include all the unique personal entries?

Example - I go to a con and get 10 copies of Barfly #1 signed by the 10 artists, 1 signature per copy.  I make 10 copies of the entry for Barfly #1, set the quantity for each entry as 1, and I edit the Notes field of each one to include "signed by Abe", "signed by Bob", "signed by Carl", etc.  If I later execute "Submit all Corrections", will that submission include 10 updates for Barfly #1, each trying to add a "signed by xxx" entry into the Notes field?

Is "Submit all Corrections" a potential data overload to ComicBase, potentially sending all kinds of low quality, not necessarily intended to be shared updates?

The kinds of "not necessarily intended to be shared" data that you are talking about should ideally be kept in the custom fields, not the Notes field.  Contents of the custom fields don't get sent to CB AFAIK.  

Pete talked about the Submit All Corrections command in a couple of the Livestreams, starting with #218 (starting around or just past the 30 minute mark).  The command sends all changes you have made in certain (for lack of a better term) "universally shared fields" since the last time you submitted corrections from that database.  Only certain users are "white listed" to use the command.  

Yes, *I* understand that notations of that nature should be kept to Custom fields.  I was concerned that Submit All was a potential one click spam machine.  I'm glad there is a white list.
