As described in another thread on these boards, the Who's Who periodical series all got moved to magazines because it doesn't contain sequential comics.  (Similar to what happened with OHOTMU and various "Official Index" publications.)  

Collected editions for those titles have landed in a couple of different places.  Sometimes they are cataloged within the title that they collect.  In other cases (such as the Who's Who omnibus) they have been placed as standalone titles under the Books category.  In the case of the Who's Who omnibus, it was placed into its own title because it collects issues from three different Who's Who titles plus Who's Who pages from a variety of comic Annual issues.
